Base class for ObservingParameters, which represent the "Intents" (name chosen to be different because they are not quite the same thing). There must be at least one ObservingParameter in a SchedBlock and there may be many. Each Target will normally (but not always) be associated with one or more of these ObservingParameters.
Observing Parameters specialise into a number of types. But the crucial differentiation is between those appropriate only to Targets and those appropriate to Schedblocks.
